In a statement, Captain Mark Anthony Tito, the spokesman of 10th ID said the declaration came after the eight full-blown NPA guerilla fronts (GF) previously operating in the province were all dismantled and destroyed.
GF 27 was dismantled in 2018, followed by GF 15, and GF 34 in 2019, he said.
Likewise, GF 33 was also dismantled in 2020, and GF North in 2021. In 2022, GF 2 and 3 were also declared dismantled and destroyed, respectively.
Tito said the recent notable defeat of the communist group in Davao De Oro were the neutralization of Menandro Villanueva alias "Bok", the highest-ranking communist terrorists group (CTG) leader in Mindanao; the surrender of GF 3 Secretary Maximo Catarata alias "SM"; and the surrender of GF 2 Secretary Rosefel Movera, alias "Dandan".
Data showed from 2016 to 2022, 10ID units in Davao De Oro figured 159 armed encounters which resulted in death of 42 NPAs; 619 surrendered; 103 captured; 776 firearms recovered; and the cooptation of 1,248 NPAs in the barangays.
Also in the same period over 6,000 members of the Underground Mass Organizations (UGMOs) surrendered and pledged their support to the government.
About 145 People's Organizations (POs) composed of 7,722 members mostly, former rebels and mass supporters, benefited from various programs and projects of the province which eventually helped them uplift their social and economic status as part of the reintegration program of the province.
10th ID Commander Maj. Gen. Nolasco A Mempin said that the total defeat of the CTG in said province is attributed not only to the dedication and aggressiveness of the commanders on the ground but also to the strong leadership of the province.
"The activation of the NTF-ELCAC in 2018, and its local version, “OPLAN PAGBABAGO” hastened the coordination among stakeholders, thereby isolating the CTGs from the masses.
According to Mempin, the leadership provided by Governor Jayvee Tyron Uy as chairperson of the PTF-ELCAC contributed immensely to the smooth delivery of basic services, especially in the implementation of the Barangay Development Programs (BDP).
Present during the activity were outgoing National Security Adviser General Hermogenes C Esperon Jr; former Commander 10ID; Department of National Defense (DND) officer-in-charge Secretary Jose C Faustino Jr ; Eastern Mindanao Command (EMC) Commander Lt. Gen. Greg T Almerol; and other key stakeholders.
