In a statement issued Saturday, October 17, DCPO City Director PCOL Peter Bauzon Madria said the police are conducting a deeper investigation following the circulation of video footage and public reports suggesting that illegal racing may have been associated with the incident.
The DCPO clarified that its initial traffic investigation identified a motorcycle traveling at high speed against the flow of traffic as the immediate cause of the chain-reaction collision.
However, the police emphasized that the initial spot report focused on the direct cause of the crash and did not rule out the possibility of other traffic violations involving the motorists captured in the video.
The clarification came after remarks by Land Transportation Office (LTO)-Davao Regional Director Atty. Raphael Robillo regarding the incident and the dangerous driving behaviors allegedly shown in the footage.
Madria said the DCPO supports the LTO's road safety assessment and is sharing investigative records, viral videos, and CCTV footage with the agency.
Complaints for reckless imprudence resulting in physical injuries and damage to property are also being finalized against the primary driver identified as the motorcycle rider who allegedly counterflowed.
Meanwhile, the DCPO is endorsing the other motorists identified in the footage to the LTO for the possible issuance of show-cause orders and suspension or revocation of their driver's licenses.
The police said they would hold all individuals accountable if the investigation establishes that illegal street racing was involved in the collision.
To prevent similar incidents, the DCPO is strengthening nighttime mobile patrols, strategic checkpoints, and intelligence monitoring, including monitoring social media group chats, in coordination with the LTO and the City Transport and Traffic Management Office (CTTMO).
The police also urged the public to report dangerous driving, illegal street activities, and unauthorized speed gatherings to the nearest police station or through official DCPO hotlines.
Madria reiterated that road safety is a shared responsibility and warned that reckless driving and activities that endanger other road users would not be tolerated.
