A Barangay in Santo Tomas finalist for DILG Seal of Good Governance
DAVAO CITY— Santo Tomas, Davao del Norte Mayor Ernesto Evangelista lauded the leadership and officials of Barangay La Libertad after being part of the Department of Interior and Local Government’s (DILG) 2021 Seal of Good Local Governance in barangay level shortlist in the national level.

“Dakong garbo sa Santo Tomas LGU na na-short list ang Barangay La Libertad para sa Seal of Good Local Governance Barangay level. Kini nagpakita lang na seryoso ang liderato ug mga opisyales sa ilang mga obligasyon isip mga opisyales sa barangay na ihatag ang tama ug sakto na serbisyo sa atong katawhan diha mismo sa ilang barangay,” Evangelista said in a statement released on Wednesday (January 5).

Evangelista said he congratulated Punong Barangay Felixberto Enriquez of Barangay La Libertad, the Barangay La Libertad workers and the Council for taking the challenge in scaling up the performance and practices of their barangay that accord primacy to the principles of accountability, transparency, and effectiveness. 

 

The DILG has started the implementation of the Seal of Good Local Governance (SGLG) Barangay Level for the 2021 pilot testing on selected villages in the province.

This includes the assessment of governance in safety, peace and order, financial administration and sustainability, disaster preparedness, social protection and sensitivity, business-friendliness and competitiveness and environmental management.

For her part, Municipal Administrator lawyer Elisa Evangelista-Lapiña said people in the town should know that the performances of each barangay is being checked by the DILG using various indicators and mechanisms mean to check key governance areas. 

“Dapat mahibalu-an sa katawhan na kining Barangay Local Government Units ubos sa DILG, ginatutukan sa kini sa DILG kung unsa ang performance sa Kapitan ug sa tibuok barangay labi na ang paghatag og serbisyo sa katawhan, ug ang tama na paggamit sa pundo sa barangay para sa pag-implementar sa mga proyekto ug programa,” she said.

Evangelista-Lapiña said the participation of Barangay La Libertad in the SGLG is part of the Evangelista administration’s whole-of-government commitment in bringing about meaningful and lasting reforms by adhering to DILG’s results-based performance management. 

“Sa administrasyon ni Tatay Erning, pangusgan namo na mahimong results-based oriented ang mga BLGUs para makabalo ang katawhan kung unsa ang resulta sa pagdumala, ug leadership sa mga opisyales sa matag barangay,” she said. 

Evangelista-Lapiña said the leadership of the Punong Barangay will be rated as to how he implements peace and order programs in his jurisdiction. 

Punong Barangay, she added, will also be assessed with the implementation of activities and provisions of support mechanisms to ensure the protection of constituents from the threats to life and security; and ensuring a drug-free. 

Under the Peace and Order indicator, the barangay will be assessed on the functionality of Barangay Anti-Drug Abuse Council and Barangay Peace and Order Committee together with the performance rate in the Lupong Tagapamayapa Incentive Awards and maintenance of Registry of Barangay Inhabitants.

“Sa Peace and Order for example, klaro man diha na part ana is kung unsa ka-functional ang BADAC. Diri nato makit-an kung unsa resulta na liderato sa Punong Barangay bahin sa implementasyon sa drug-clearing program sa barangay. Results-based ang tan-awon dili lang istorya or kutob ra sa report na for compliance,” she said. 

Apart from peace and order, Evangelista said BLGUS will also be assessed in terms of Financial Administration where the practice of accountability and transparency by adhering with accounting and auditing standards and compliance with the Barangay Full Disclosure Policy plus the percentage increase in local resources shall be the indicators.
