DAVAO CITY- The regional director of Police Region Office (PRO) 11, Brigadier General Filmore Rscobal reminded all security forces and aspiring candidates for elective positions to observe strict rules, regulations, and orders to ensure honest, orderly, and peaceful conduct of 2022 national elections.

Escobal particularly emphasized the provisions stated in the Executive Order number 98 series of 2018 “Providing Guidelines on the Detail of AFP and PNP Personnel to Civilian Office and Officials and Repealing Executive Order Numbers 41 series of 1996 and 207 series of 2016 for the Purpose.”

Under the said EO issued last November 2019 by President Rodrigo Duterte, any member of the Armed Forces of the Philippines (AFP) is prohibited from providing security detail to any civilian office and officials, other than those enumerated in section 2 of said EO, without authority from the Secretary of National Defense. 

“No military personnel shall be detailed to other government officials other than those enumerated in Section 2 of the order,” the top regional policeman added. 

Section 2 of said order, states that only the President, Vice President, the Department of National Defense (DND), and other government officials as approved by DND Secretary are those entitled to the details of military personnel.

“No military personnel shall be detailed or assigned to a private individual unless such detail or assignment is approved by the President, upon recommendation of the DND Secretary,” the EO read.

Protective security, however, may be provided by the personnel of Philippine National Police (PNP) through the Police Security and Protection Group (PSPG) subject to existing policies, rules, and regulation of the PNP and in accordance with National Police Commission (NAPOLCOM) memorandum circulars. 

Escobal, however clarified that aspiring candidates for local and national positions may also be given assistance and or protection depending on threat assessment to be conducted by the Directorate for Intelligence.

“Police security and protection groups can provide,” according to Escobal.

He said all directors of Regional Police Offices can also provide security immediately for them while in process of their request for security detail.

Those PNP and AFP personnel and officials who will be found violating this EO, may be charged with appropriate administrative and criminal offences, while aspiring candidates for elective positions who violate the same may be charged with similar offense that may become one of the basis for possible disqualification cases.
