According to the DCPO, police officers were conducting routine patrol operations when they reportedly encountered the complainant vaping, an act prohibited under a local city ordinance.
The complainant alleged that a police officer treated her disrespectfully while informing her about the violation.
The police personnel allegedly involved has been ordered to submit an explanation as part of the investigation, in accordance with due process and Philippine National Police regulations. GeneralReference

Police authorities also encouraged the complainant to personally visit the DCPO and submit a formal statement to help ensure the proper investigation and resolution of the complaint.
