Davao City forms Pasko Fiesta executive committee
Davao City Mayor Sebastian Duterte signed Executive Order (EO) No. 50 creating the 2022 Pasko Fiesta sa Davao executive committee (Execom).

Through EO No. 50, Series of 2022, the Execom will plan and ensure the smooth coordination of all activities related to the Pasko Fiesta. 

Pasko Fiesta is an annual event of the Davao City Government held in partnership with the private sector, to celebrate the Filipino tradition during the Holiday Season in December of every year. It's a season when Davao City also commemorates peace and unity within its area of jurisdiction.

"Aside from the observance of various year-end traditions in the city, the Pasko Fiesta sa Davao celebration also aims to share the spirit of giving and merrymaking among the various sectors of society, especially with the marginalized sectors, through the staging of various activities that create a festive atmosphere in the City and showcase Dabawenyos' talents, creativity, and ingenuity," the new EO states.

EO 50 also cited Section 18 of Republic Act Non 7160, otherwise known as the "Local Government Code of 1991," which authorizes LGUs to establish an organization that shall be responsible for the efficient and effective implementation of their development plans, programs, objectives, and priorities.

The EO further states, "To maximize the objectives of the Pasko Fiesta 2022 and to ensure the smooth implementation of the various activities identified for this year's celebration, there is a need to constitute, organize and create an Executive Committee, defining its functions, roles, and responsibilities."

The committee is composed of the city mayor as chairperson; the assistant city administrator as vice-chair; and its members include the City Tourism Operations Office (CTOO) officer-in-charge (OIC), Human Resource Management Office OIC, City Social Welfare and Development Office head, city budget officer, and the city accountant.

EO 50 authorizes the Execom to identify or appoint additional members to the committee subject to the recommendation of the majority vote of its members.

Execom members were also directed to name their respective permanent alternate representatives who shall take their place in case of their absence.

The 2022 Pasko Fiesta sa Davao Execom is also tasked to encourage private sector participation. For this purpose, the EXECOM is authorized to identify or appoint person/s who may assist it in the adequate performance of its duties and functions; identify or approve official and accredited events, including those spearheaded independently by the private sector, for the Pasko Fiesta sa Davao 2022; find ways and means to support the successful implementation of the various programs, events, and activities of the Pasko Fiesta sa Davao 2022.

It also promotes the festival locally and internationally through various media outlets to ensure optimal participation of visitors and tourists; and perform such other acts which are necessary to effectively and meaningfully carry out the mandated functions of the committee.

The order also enjoins all national and local government departments and offices to provide necessary technical and administrative support to the Execom for the efficient staging of the Pasko Fiesta Davao 2022. 

The CTOO and its personnel shall serve as the secretariat and administrative support and shall be responsible for the documentation of its proceedings and activities, including the preparation of reports and other necessary documents, and other secretarial works required for the successful conduct of Pasko Fiesta sa Davao 2022.

The available funds of the city shall fund the Execom's operations, including the payment of honoraria, incidental and other expenses to its members, and other appropriate personnel as may hereinafter be identified, subject to the usual accounting and auditing rules and regulations.
