Speaking before barangay officials and residents, Duterte emphasized that governance is more than paperwork and policy — it’s about listening, showing up, and acting.
“Today, I stand here not just to attend a flag ceremony, but to bring the city government to your doorstep. Public service starts with listening. If there are concerns in your barangay, this is your venue. If there are development projects you want to pursue, this is your chance to make them known. The city government is here — and we are ready to help," Duterte said.
More than a symbolic gesture, the vice mayor's presence sparked an engaging dialogue with barangay leaders and residents.
After the flag-raising, Duterte sat down for a casual, open-air consultation with locals — no long lines, no bureaucracy. Just sincere conversation and concrete follow-ups.
To institutionalize the effort, the Office of the Vice Mayor has also set up a mobile help desk outside each barangay hall during these visits.
This allows residents to freely approach city staff with their concerns, suggestions, or requests for assistance.
“Do not hesitate to approach the Vice Mayor’s table,” Duterte encouraged. “We will do our best to listen, respond, and solve what we can. This is your city government — working for you and with you.”
The initiative received an overwhelmingly positive response from Barangay Talomo residents.
“Nalipay mi nga nabati namo nga ang gobyerno dili lang magpundo sa opisina kundi gaduol gyod sa mga tawo,” said resident Leonita e alang sa kaugmaon sa atong dakbayan og sa atong barangay.”
This initiative reflects Vice Mayor Duterte’s hands-on approach to governance — one that doesn’t wait for problems to reach City Hall, but goes out to find solutions with the people, right where they live.
As more barangays are scheduled for visits in the coming weeks, the message is clear, City Hall is no longer just a building — it's wherever the people are.
