ENCAP Building, Medical Mission Highlight Balikatan 41-2026 Culmination in Davao del Norte
The Humanitarian Civic Assistance (HCA) activities under Balikatan 41-2026 officially culminated on May 6 with the successful turnover and ribbon-cutting ceremony of the Engineering Civic Action Program (ENCAP) Multipurpose Building in Brgy. Tibulao, Carmen, Davao del Norte.

The ribbon-cutting ceremony was led by Hon. Jerry A. Nalupa, Municipal Administrator for Operations of Carmen, Davao del Norte; Col. Michael Aldridge, Commander of the U.S. Civil Affairs Group; Col. Ronald G. Valdez PA, Deputy Brigade Commander of the 1003rd Infantry Brigade; and Lt. Col. Derman R. Impas PA, Commanding Officer of the 534th Engineer Combat Battalion. Representatives from the 10th Infantry Division, Eastern Mindanao Command, and the Armed Forces of the Philippines also joined the activity.

The newly constructed multipurpose building stands as a symbol of the enduring partnership and shared commitment between Filipino and American forces in supporting community development and improving access to essential services in geographically isolated areas. Designed to serve both the residents of Brgy. Tibulao and Tibulao Elementary School, the facility will provide a safe and functional venue for school activities, disaster preparedness initiatives, community gatherings, and other socio-civic programs that will directly benefit residents and students alike.

Highlighting the culmination activity was the conduct of a two-day Medical and Dental Mission held from May 5 to 6, jointly undertaken by the medical teams of the 10th Infantry Division, AFP Reserve Command Liaison Office – Eastern Mindanao, and medical practitioners from the United States Navy and United States Marine Corps. The mission provided free medical consultations, dental services, medicines, and healthcare assistance to hundreds of residents, reaffirming the commitment of both nations to humanitarian service and community welfare.

“Our mission goes beyond safeguarding our communities—we are equally committed to serving the people through meaningful humanitarian efforts, responsive public service, and strengthened partnerships with stakeholders and local communities. Through activities such as the Humanitarian Civic Assistance under Balikatan 41-2026, we reaffirm our dedication to improving the lives of our fellow Filipinos, especially those in far-flung and underserved areas,” said Lt. Gen. Adonis Ariel G. Orio PA, Commander of Eastern Mindanao Command.

Lt. Gen. Orio also reaffirmed that the Eastern Mindanao Command will continue to work hand in hand with partner agencies, allied forces, and local communities to promote lasting peace, preserve stability, and support sustainable development across Eastern Mindanao.

The activity also featured a gift-giving initiative for the pupils of Tibulao Elementary School, bringing joy and additional educational support to the learners. The culmination of the HCA activities reflects the spirit of cooperation, compassion, and solidarity fostered through Balikatan 41-2026, while strengthening community resilience and promoting lasting partnerships in Eastern Mindanao.
