Councilor Jessica Bonguyan, the chairperson of the Committee on Public Works and Highways said in a privilege speech on Tuesday that vandalism is more than just damage to property. She said it is a reflection of how people value what is meant for everyone.
Bonguyan cited that Davao City, Davao City Ordinance No. 033268, series of 1968, prohibits defacing, scribbling, or writing on walls, public structures, or fences exposed to public view, with penalties for those who violate it.
"Davao City takes pride in its respect for public spaces. When facilities like the Davao City Interim Bus System (DC Bus) are defaced, it undermines a project designed to offer safer, free transportation for our commuters. These bus stops and signages are essential for order and mobility; damaging them slows our progress and inconveniences the public," she said.
Bonguyan said that the sight of defaced public signages, community facilities does not only erode the appearance of the city but also undermines the efforts of those who work to make the streets , transportation services, and public spaces better for all.
"Vandalism, in any form, weakens the shared responsibility that holds our community together. It sends the wrong message to our youth and erodes the values we have long upheld. Public property belongs to us all. Therefore, I strongly encourage everyone to respect shared spaces, protect the infrastructure built to serve our families and speak up and report vandalism via the Davao City Reports hotline to ensure swift enforcement , promote order and support sustainable development," Bonguyan said.
