The Pujada Nickel Project operates under Mineral Production Sharing Agreements (MPSAs) approved by the National Government, which authorize the exploration, development and utilization of mineral resources within the approved contract areas, subject to applicable Philippine laws, environmental requirements and regulatory oversight.
Since 21 July 2026, barricades and access restrictions along the Provincial Road leading to and inside the project area have affected the normal movement of employees, contractors, students, operational vehicles, fuel, food, equipment, materials and other essential supplies.
HMC has formally notified the DENR Mines and Geosciences Bureau – Region XI (MGB XI) regarding the access obstruction and its effects on the Company's operations. The Company also continues to coordinate with the National Commission on Indigenous Peoples (NCIP), Philippine National Police (PNP), and other appropriate government authorities regarding the situation.
Disruption Extends to Student Transportation
The impact of the access restrictions has extended beyond the movement of Company personnel and operational supplies. On 16 August 2026, school buses provided by Hallmark serving students from the local communities were not allowed to pass through the barricade.
The incident illustrates the broader effects of the continuing access restrictions.
HMC is concerned that continued restrictions on the movement of vehicles providing essential and other community services may adversely affect students, families and other residents who rely on these services.
Impact on Workers, Contractors and Communities
With approximately 2,000 workers and contractors directly affected by the disruption, HMC is particularly concerned about the continuing consequences for employees, their families, contractors, service providers and communities whose livelihoods and economic activities are connected with the project.
The continuing blockades have also disrupted the normal movement of fuel, food, equipment, materials and other essential supplies required to sustain the project and communities.
Appeal for Peaceful and Lawful Resolution
HMC respects the right of individuals, Indigenous Cultural Communities/Indigenous Peoples, and other stakeholders to raise legitimate concerns through peaceful and lawful means.
At the same time, the Company respectfully appeals that grievances and concerns be addressed through dialogue and established legal and administrative processes, without unnecessarily restricting lawful access, disrupting essential community services which affects the livelihood of workers, or interfering with lawful project operations.
HMC remains committed to responsible mining, environmental protection, respect for Indigenous Peoples and host communities, compliance with government regulations, and the continued contribution of the Pujada Nickel Project to employment and local economic development.
