Davao implements 4-hour 'car-free Sunday" at Coastal road
The 20th Davao City Council has approved an ordinance enforcing the 4-hour car-free program during Sundays at a portion of the coastal road starting November 30.

With this, the city will implement a temporary closure of the road to vehicular traffic at the Davao City Coastal road from crossing Bago Aplaya to crossing Tulip Drive every Sunday from 4 a.m. to 8 a.m.

Third district councilor Conrado Baluran, who authors the ordinance said that the initiative stemmed from the request of Michael Denton P. Aportadera, acting head of the Davao City Sports Development Division, pertaining to their proposed physical fitness program dubbed “car-free Sunday.”

Baluran who is also the chairperson of the Committee on Transportation and Communication cited Section 21 (c) of Republic Act 7160 otherwise known as the Local Government Code of 1991, which provides that any national or local road , alley, park, or square maybe temporarily closed during an actual emergency, or fiesta celebrations, public rallies, agricultural or industrial fairs, or an undertaking of public works and highways, telecommunications, and waterworks projects.

The law, however, states that no national or local road, alley, park, or square shall be temporarily closed for athletic, cultural, or civic activities not officially sponsored, recognized, or approved by the local government unit concerned.

The city council asked the concerned agencies such as the City Transport and Traffic Management Office (CTTMO) to ensure that traffic advisories, signages along the route, including the designated U-turn slots and parking areas will be placed for smooth implementation of the ordinance.

Traffic enforcers are also tasked to monitor the area and conduct massive information drives for motorists.
