The inspection was spearheaded by PACC Board of Trustee 2Lt. Lemuel Matunhay (Ret.), joined by three engineers from the Department of Public Works and Highways (DPWH) 1st District Engineering Office of the 2nd Congressional District of Davao de Oro, with the active presence of local media personalities from Davao City, Davao del Norte, and Davao de Oro, who witnessed the evaluation process as part of PACC’s transparency and accountability advocacy.
Two Completed Revetment Projects Inspected
1. Construction of Revetment along Mabo Creek leading to Kingking River
- Location: Barangay Kingking, Pantukan, Davao de Oro
- Contractor: R.A. Pahati Construction & Supply, Inc.
- Project Cost: P34,299,422.58
- Date Completed: March 10, 2023
2. Construction of Revetment along Matiao River
- Location: Barangay Bongbong Section, Pantukan, Davao de Oro
- Contractor: R.A. Pahati Construction & Supply, Inc.
- Project Cost: P91,673,488.29
- Date Completed: March 17, 2023
Based on the ocular inspection and technical validation, PACC reported that both flood control projects are fully completed, structurally sound, and compliant with DPWH construction standards.
“We observed that the projects were implemented with quality workmanship and in accordance with DPWH specifications. These revetments are crucial in protecting communities from riverbank erosion and flooding,” Matunhay said.
The following key findings were noted during the inspection:
- Standard DPWH Design: The revetments follow proper slope, curvature, and alignment suited for hydraulic flow and erosion control.
- Sheet Pile Reinforcement: DPWH engineers confirmed that 12-meter sheet piles were installed, with 8 meters embedded below ground and 4 meters exposed above surface, ensuring stability and resistance against scouring.
- High-Quality Concrete Finish: The revetment walls exhibit no cracks, honeycombing, or structural defects, with smooth, well-compacted concrete surfaces indicative of good workmanship.
- Adequate Drainage Features: Strategically placed weep holes relieve hydrostatic pressure and support long-term durability.
- Functional River Alignment: The revetments align naturally with the river’s curvature, allowing efficient water flow and minimizing siltation and overflow.
No visible signs of erosion, settlement, or deterioration were observed. The surrounding embankments remain stable, and vegetation growth is minimal, not affecting the integrity or function of the structures.
The presence of media representatives from Davao City, Davao del Norte, and Davao de Oro ensured that the inspection process was transparent and well-documented. Their participation underscores PACC’s commitment to open governance and public accountability.
“We welcome the media’s participation as partners in truth and transparency. Their role is vital in informing the public that these projects are implemented properly and serve the people as intended,” emphasized Dr. Louie F. Ceniza, PACC Chairman.
PACC’s evaluation confirmed that both flood control projects are compliant with DPWH standards, functionally effective, and delivering their intended purpose of flood mitigation and riverbank protection.

Pahati Construction & Supply, Inc., are well-built, standard-compliant, and effective flood control infrastructures that protect lives, properties, and livelihoods in Pantukan, Davao de Oro.
This successful inspection demonstrates PACC’s unwavering mission to ensure transparency in governance, proper use of public funds, and delivery of high-quality public infrastructure.
