Based on the investigation, the minor was unlawfully operating a motorcycle when the collision occurred, leading to the fatal outcome. The incident once again underscores the grave dangers of allowing underage individuals to drive motor vehicles.
“On behalf of the Davao City Police Office, I extend my sincerest condolences to the bereaved family. This tragedy should serve as a painful reminder that children must never be allowed to operate motor vehicles without proper age, training, and licensing,” Muarip said.
He further stressed that under Republic Act 7610 (Special Protection of Children Against Abuse, Exploitation and Discrimination Act), minors are entitled to special protection from all forms of neglect and exposure to situations that threaten their safety and development. Allowing a child to drive without a license constitutes a serious lapse in parental guidance and exposes them to life-threatening risks.
“Our children’s lives and safety are priceless. Parents and guardians must exercise responsibility by guiding, protecting, and preventing minors from engaging in dangerous activities such as unlicensed driving,” Muarip added.
The DCPO reiterates its commitment to intensify road safety campaigns and strictly enforce traffic laws in coordination with partner agencies. The incident is a stark reminder that safety starts at home and requires the collective responsibility of both families and the community.
“Let this serve as a call to all parents—do not allow your children to risk their lives on the road. Under the law, they deserve your utmost care, guidance, and protection,” he said.
