MinDA Chairperson Sec. Leo Tereso Magno announced Wednesday, December 4, that the initiative aligns with the Marcos administration on harnessing the private sectorโs role in driving national development.
โThis administration recognizes the transformative power of the private sector. Thatโs why we are strengthening our efforts in PPPs. Weโve already established agreements with the PPP Center to make this happen,โ Magno said.
As part of the initiative, MinDA is working to create tailored master plans for each region in Mindanao to facilitate PPP linkages.
Sec. Magno revealed that consultations with local governors are underway, with efforts to provide LGUs with tools and strategies beginning in January 2025.
โWe are looking for ways to empower LGUs, and part of that is encouraging them to embrace PPPs. While initial funding often comes from the national government, LGUs must recognize that partnerships with the private sector open up new opportunities to address funding challenges,โ Magno added.
To ensure readiness for PPP implementation, MinDA will also assess if LGUs have existing PPP ordinances.
โIf they donโt have one, MinDA will step in to assist in crafting the necessary frameworks. We are also setting up a dedicated office to focus solely on PPPs,โ Magno explained.
He further underscored the importance of equipping LGUs with the legal authority and knowledge to engage with PPPs effectively.
โLGUs need to understand the intricacies and levels of PPP agreements. By empowering them, we ensure they can maximize their potential under the law to spur development in their areas,โ he said.
Part of the initiative includes a robust information campaign to educate LGUs on the benefits and processes of PPPs.
โThis is where MinDA will play a critical roleโguiding and disseminating information to ensure LGUs are equipped to take advantage of these opportunities,โ Magno noted.
