DAVAO CITY — Allegations of “incomplete” flood-control projects in Davao City made by Rep. Terry Ridon have been contradicted by both on-site verification and official government data, showing that the structures are in fact finished and functional.

In a recent press conference, Ridon claimed that several riverbank protection projects along the Talomo and Matina Rivers were incomplete, citing photos as supposed proof of anomalies. 

However, inspection conducted along the Matina Pangi Road section in Talomo District revealed that the flood-control revetments — including projects with Contract IDs 21LB0253 and 23LB0012 — have been fully completed and are in use.

Official records from the Department of Public Works and Highways (DPWH) Davao City District Engineering Office further support this finding. 

According to the DPWH’s Project and Contract Management Application Web (PCMA), both projects are listed as 100 percent accomplished and marked “Completed” as of October 31, 2025.

The Construction of Revetment along Talomo River, Sta. 3+817 to Sta. 4+022, Right Bank (Contract ID 21LB0253) was implemented under the 2021 Regular Infrastructure Fund with a budget of ₱64.8 million, and the Construction of Revetment along Matina River, Matina Pangi Road Section, Right Bank (Contract ID 23LB0012) under the 2023 Regular Infrastructure Fund, worth ₱94.5 million. 

Both were undertaken by Genesis88 Construction Inc. and supervised by the DPWH Region XI office.

Photos taken during a field validation on September 29, 2025 confirm that the flood-control structures are completed, clean, and properly maintained. 

The revetments now serve as protection against riverbank erosion and flooding in the densely populated Matina Pangi area.

Local residents also vouched for the improvements. 

“Dati kasi bumabaha dito pag umulan. Pero ngayon, kahit malakas ang ulan, hindi na umaapaw,” said a resident living near the Matina River.

As of this writing, Ridon has yet to clarify the basis of his claims or explain the discrepancy between his photos and official DPWH records.

DPWH emphasized that all project information is publicly accessible online through its transparency portal, and updates are verified monthly.

With both documentary and physical proof confirming completion, Davao City officials have called Ridon’s “exposé” misleading, urging lawmakers to “validate first before accusing.”
