Stronger interagency coordination sought to address evolving security threats
DAVAO CITY (PIA) — The Police Regional Office 11 (PRO 11), called on members of the Regional Law Enforcement Coordinating Council (RLECC) XI to strengthen interagency collaboration and turn council discussions into concrete actions to address emerging security and law enforcement concerns.

Police Brigadier General Leon Victor Z. Rosete, then regional director of PRO 11, made the call during the RLECC XI meeting on September 9, 2026, emphasizing that current threats are increasingly complex and transcend the mandates and boundaries of individual government agencies. 

 

“The threats we face today are complex, fluid, and do not recognize organizational boundaries,” Rosete said, stressing that no single agency has all the resources, information, or reach needed to address these challenges.

 

He urged RLECC XI member agencies to strengthen the sharing of information and intelligence, jointly plan and conduct operations, and align procedures to ensure a coordinated response across airports, seaports, borders, and communities.

 

From coordination to action

 

Rosete said interagency cooperation must extend beyond council meetings and become part of actual field operations, including checkpoints, ports, airports, and other areas where agency mandates converge.

 

He encouraged member agencies to move away from working in silos and embrace a shared identity as “One RLECC XI Team with One Shared Mission and Responsibility.”

 

The regional police chief also underscored the need for an action-oriented approach, saying that agreements and recommendations reached during meetings should translate into concrete actions with clear responsibilities and timelines.

 

“The discussions and recommendations we had today must not end here. These must become concrete actions with clear responsibilities and timelines,” he said.

 

Rosete added that agencies must hold one another accountable in delivering results, noting that effective coordination ultimately benefits the communities they serve.

Strengthening partnerships

 

The RLECC XI meeting also featured presentations from the Civil Aviation Authority of the Philippines (CAAP) XI and the Bureau of Immigration (BI) XI, which highlighted their accomplishments and operational concerns, particularly on aviation security and immigration enforcement. Rosete commended both agencies for openly raising concerns that require coordinated action, noting that law enforcement responsibilities extend beyond individual agency offices.

 

He likewise reaffirmed PRO XI’s commitment to supporting RLECC XI member agencies in fulfilling their respective mandates.

 

“We are partners in this mission, and our strength comes from this partnership,” he said.

 

Rosete closed the meeting by calling on the council members to continue working with unity, commitment, excellence, and integrity, emphasizing that their collective efforts are ultimately aimed at ensuring the safety, security, and well-being of every Dabawenyo.
