RPOC-11 seeks whole-of-nation approach vs. illegal drugs in Davao Region
DAVAO CITY — The Regional Peace and Order Council (RPOC) XI is pushing for a stronger, coordinated government campaign against illegal drugs through a whole-of-nation approach, involving various government agencies and other sectors of society.
The move was proposed by Office of Civil Defense (OCD) XI Director Ednar Dayanghirang amid concerns over the resurgence of illegal drugs in the country.
During a briefing organized by the Davao Peace and Security Press Corps at The Royal Mandaya Hotel on Wednesday, November 4, Dayanghirang said the drug problem is not confined to the Davao Region but is also affecting other parts of the country.
He said the proposed measure was presented to the RPOC XI and has since been forwarded to the Dangerous Drugs Board (DDB) for consideration.
The resolution calls on the DDB to strengthen and institutionalize a whole-of-government approach through closer coordination among national government agencies, local government units, law enforcement agencies, health and social welfare institutions, schools and community organizations.
It also seeks to complement law enforcement efforts with drug prevention, early intervention, treatment, rehabilitation and community-based programs.
The measure further urges the strengthening of local Anti-Drug Abuse Councils (ADACs) and closer partnerships with civil society, faith-based groups, academic institutions and the private sector.
The resolution was unanimously approved during the RPOC XI Second Quarter Full Council Meeting on June 25, 2026, in Tagum City, Davao del Norte.
