"Kung sinong ma-presidente, presidente ngayon papasok, it would be as good as any other time to initiate whether to convert Congress into a constituent body or magtawag ng constitutional convention," Duterte said in his public address aired over PTV and Radyo Pilipinas on Thursday.
Although, Duterte admitted that changing the Constitution is expensive either through Constitutional Convention or Constitutional Assembly.
But, Duterte said this is already long overdue since the current form of government is not anymore fit to the needs of the people.
"There is really a demand of the moment ‘yung changes ng Constitution, whether you want to convert it into a federal or… Ngayon na, umpisahan na kaagad," he said.
He said most of the areas in the country outside Metro Manila because all of the infrastructure and projects are dependent on the national government budget and it will take time for its release.
The President also said he will recommend for the abolition of party-list since it is being used especially by the Communist-leaning group to penetrate the government.
Although they are a very — a few, but still they participate in the government that they wish to destroy. Iyan ang nakakatawa diyan. Pumapasok sila sa gobyerno, they participate in the governance process and yet they — what they really want is to destroy that government at palitan nila ng kanila," he said.
