Gaspan in an interview over Davao City Disaster Radio recently said the program summarizes the best security practices including free medical services and strengthening community relations in the city.
She said the Davao police is ready to deliver their services especially to the marginalized areas along with the local government, local and national agencies, as well as civil society organizations, and non-government organizations (NGOs).
To recall, Oplan Kalinaw was first launched in September 2018 as a response to insurgency threats and ISIS-backed militants in some regions in Mindanao. However, the implementation of the security plan was halted due to COVID-19 pandemic.
Gaspan further said the relaunching of the plan will now include an expanded integration of outreach programs such as medical missions, pro bono legal services, and other social assistance programs.
The City Health Office, Local Civil Registry, City Agriculturist's Office, National Bureau of Investigation, Regional Medical Unit of the Police Regional Office (PRO) 11, and other local and national agencies will be participating in the plan to provide medical, legal, and social services.
Gaspan said partner agencies will make sure that the Oplan Kalinaw will achieve its goal of fostering a stronger police-community relationship and in curbing the city's rising crime rate by conducting a proactive crime prevention education campaign.
The Philippine Army will also be tapped to give lectures on security and anti-criminality while the Bureau of Fire Protection will discuss fire prevention.
The Regional Cybercrime Unit will also take part in the operation plan to address the proliferation of fake crime reports online.
Other agencies, like those specializing in social welfare, will also be launching their efforts to address poverty-driven crimes.
“They will feel that the government is really there at their doorstep to deliver to them the services and programs of our government,” she added.
Gaspan in a press conference Wednesday (September 15), said the relaunch of Oplan Kalinaw will take place on Friday (September 16).
