The order, providing guidelines in securing the required permit to conduct 2022 election campaign related activities in Davao City until May 8, was signed by Mayor Sara Duterte, Monday (March 7).
E.O. No. 10 says there is a need to prohibit motorcades and caravans due to the continuing increase of fuel costs, and the inconvenience of the traffic jams it will create.
The city, however, adopted the Commission on Elections Resolution No. 10732, Series of 2021, which outlined the guidelines on the conduct of In-person campaign, rallies, caucuses, meetings,conventions, and miting de avance under the new normal in connection with the upcoming elections.
“Every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare,” the EO said.
All political parties and organizers should coordinate with the appropriate Regional or District Election Officer for their activities.
The order also emphasized that the city will no longer require all political parties and organizers to file the permit or application for these activities except to pay regulatory fees that may be required by law or ordinance.
The political activity under Resolution 10732 except Section 16 thereof shall be deemed approved immediately after payment of fees.
It is also stated in the EO that any violation of the foregoing provisions shall constitute non-cooperation of the persons, entities, and is punishable under existing laws, ordinances, rules and regulations.
Davao City is placed under Alert Level 1 status effective March 1, 2022 until March 15, 2022.
