The 2024 Revised Edition of the book which Quitain authored is in line with the Barangay Empowerment projects of Davao City.
“May the information and insights in this “Compilation” inspire them to maintain quality service and integrity in fulfilling their official duties,” Quitain said.
The compilation will also give a centralized and updated source of information among barangay officials to enhance their understanding, decision-making, and overall effectiveness in serving the community.
This 2024 Revised Edition covers the most common problems that every barangay official encounters every now and then, and there is no other way to address these but to be familiar and know the law.
It can be recalled the first edition was published in May, 2011, when Quitain’s father, lawyer Jesus Melchor V. Quitain Sr. was a city councilor here.
He was frequently consulted by both elected and appointed barangay officials for legal advice on their problems even during the time when he was still the City Legal Officer and City Administrator of Davao City.
Quitain then was inspired to make a “Compilation” of the laws and pertinent issuances related and applicable to the Barangay with the hopes that it will, in some considerable measure, contribute to speedy, effective and efficient barangay governance.
Quitain Sr. previously served as City Legal Officer, City Administrator, and a City Councilor.
The book will be distributed to the 182 barangays in the city together with the Code of Ordinances published by the Sangguniang Panlungsod when Vice Mayor Quitain was then a 1st District Councilor holding the position Floor Leader and Chairman of the Committee on Rules, Privileges, and Ordinances of the 19th City Council.
Quitain plans to produce several extra copies of the book. However, the compilation is not for commercial purposes.
