PRO 11 to create PWD desk
DAVAO CITY- Brigadier General Alden Delvo, the regional director of Police Regional Office 11 said they will create a person with disability (PWD) desk that aims to address issues and concerns affecting the PWD sector.

The program seeks to serve every Filipino by activating a PWD Desk in every police station in Davao Region that will function as the receiving section and action center for all issues and concerns related to PWDs. 

“We will be creating a PWD Desk. It will be the first among all the regions and it will be implemented on all stations so that we could properly interact with the PWD’s whether they will be victims or perpetrators,” Delvo said. 

The creation of the PWD Desk was recommended by the PRO 11’s Regional Advisory Group for Police Transformation and Development (RAGPTD). 

Dr. Adrian Tamayo, RAGPTD secretary and proponent of the PWD Desk said the activation of the program is PRO 11’s answer to the clamor for delivering safety and security services to PWDs. 

“While the PWDs are marginalized, there are accounts when crimes and victimization befall them, and there is an urgency on the part of the law enforcement agencies, particularly the PNP, to be equipped with basic support for the PWDs,” Tamayo said.

The Philippine Magna Carta for Disabled Persons or the Republic Act 7277 enumerates disability including psychosocial disability, mental disability, chronic illnesses, learning disability, visual disability, orthopedic disability, and communication disability. 

The Philippine Statistics Authority estimates the PWD population in the country at 1.4 million in 2010 or 2 percent of the population. In Davao City, the registered population reaches 20,000 individuals.

Tamayo said there is a need to capacitate the police force in understanding the types and forms of human disabilities thus making them ready to accommodate police response to the PWDs, as well as understand their aspiration towards a more inclusive society.

Delvo assures they will implement the program soon.
