Spearheading this effort, OPAPRU Eastern Mindanao Director Atty. Elisa D. Evangelista-Lapiña expressed her views on the significance of the Transformation Program as a critical component of the peacebuilding initiatives under the administration of President Ferdinand Marcos.
“Through the Transformation Program, we are paving the way for genuine peace and reconciliation in Mindanao, which is integral to the vision of President Ferdinand Marcos. By empowering Former Rebels (FRs) to rebuild their lives and become positive change catalysts within their communities, we are laying the foundation for a prosperous and harmonious society," OPAPRU Eastern Mindanao Director Atty. Elisa D. Evangelista-Lapiña said.
To date, the OPAPRU Eastern Mindanao has strengthened the capacities of regional and provincial task forces regarding conflict-sensitive and peace-promoting local peace engagement (LPE), as well as the adoption of peace-building approaches for effective TP program implementation.
"Our tireless efforts have strengthened the capacities of regional and provincial task forces, equipping them with the tools and information for the effective implementation of the TP. This empowerment enables them to make informed decisions and execute strategies that foster lasting peace,” Evangelista-Lapiña said.
The success of the TP Planning Workshops in Regions 10, 11, and 12 have been instrumental in formulating concrete plans to support Former Rebels in their journey toward sustainable reintegration into society.
Lapiña expressed her optimism, saying, "These planning workshops have been fruitful, laying a solid groundwork for assisting Former Rebels and ensuring their successful reintegration into mainstream society. We are truly grateful to witness the transformative power of these efforts."
Local provincial government units have been equipped with the necessary knowledge and resources to develop their own customized plans for local Transformation Program implementation.
Recognizing the importance of local ownership and participation, Director Lapiña emphasized the support given to local government units.
"We have worked hand-in-hand with several local government units, providing them with the technical know-how to develop their customized plans for the implementation of the Transformation Program at the local level. Local ownership is paramount for sustainable development and peacebuilding,” she said.
