P20-M dev’t fund earmarked for 17 barangays in Santo Tomas
DAVAO CITY —A total of 17 barangays in Santo Tomas, Davao del Norte will get P20 million worth of funds for community development to uplift the lives of the residents and alleviate their economic conditions through the implementation of pro-poor programs under the administration of Mayor Ernesto Evangelista.

Evangelista said in a statement released on Friday (December 3), his administration has accessed the Department of Social Welfare and Development (DSWD)'s poverty alleviation program under the the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) -Additional Funding.

The Evangelista administration accessed a P20 million grant under the Kalahi-CIDSS- AF poverty reduction program. 

The program covers 17 barangays only since the two barangays—Magwawa and San Jose were recipients of other million-worth projects funded under the Barangay Development Program of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

The Kalahi-CIDSS poverty reduction program aims to implement community-based projects across the Santo Tomas town. 

Using the community-driven development approach, Evangelista said he hopes that whatever projects are proposed and are implemented by the communities, they should respond to their vital needs. 

“Ako nang-hinaut na kung unsa man ang proyekto na gusto sa tagsa-tagsa ka barangay, kini dapat makahatag kasulbaran or di kaha ma-address sa kung unsa ang mga panginahanglan sa matag barangay para daghan ang maka-benepisyo sa maong proyekto,” Evangelista said.

On the proposed projects, MSWDO-OIC Leilani Mae Rafol that sub-projects may be common infrastructure facilities that, if once completed, the entire community can benefit from these projects.

Rafol explained that the grant allocation per barangay was based on the barangay population (2015 data) and the number of poor households per barangay using the 2017 data of DSWD. 

She said that allocation was computed using a 70-30 scheme based on the population and the number of poor households of each barangay. 

The P20 million grant is allocated to barangays Balagunan (P 1,242,439.76), Bobongon (P 1,154,495.19), Esperanza (P 513,767.87), Kinamon (P1,183,266.93), Kinamayan (P1,079,316.27), La Libertad (P 1,169,942.94), Lunga-og (P704,785.01), New Katipunan (P 1,121,678.54), Pantaron (P701,973.93), Tibal-og (P5,311,033.54), San Miguel (P 701,872.90), Talomo (P 916,130.44), Casig-ang (P7 22,500.53), New Visayas (P 528,430.49), Salvacion (P 958,495.94), San Vicente (P 1,113,084.10) and Tulalian (P 876,785.60). 

𝗠𝗢𝗔 𝘀𝗶𝗴𝗻𝗲𝗱

The Municipal Government and the DSWD 11 inked the project by signing a Memorandum of Agreement (MOA) between the two parties represented by Municipal Administrator lawyer Elisa Evangelista-Lapiña and DSWD's Rizza M. Oteco, the Area Coordinator. 

The MOA signing has coincided with the launching of the DSWD KC NCDDP Additional Financing Cum Municipal Orientation held at the Municipal Covered Court last November 19, which were attended by the barangay captains, municipal officials, and project implementers per barangay. 

KALAHI’s Municipal Area Coordinator Carlo Jack Pino the orientation was essential to orient the beneficiaries about the KC-NCDDP Additional financing overview, features, standards, implementation processes and timeline.

Pino said that the MOA signing formalized the engagement and support of the Santo Tomas LGU, barangay local government units and another member of the stakeholders.

Meanwhile,  Evangelista-Lapiña said the Evangelista administration had acknowledged the benefits of inclusive and participatory processes in the planning and execution of development projects. 

She said the Santo Tomas LGU is advocating the principles of bottom-up development through an approach called community-driven development (CDD).

Evangelista-Lapiña said that these development projects aimed at addressing hunger and generating more jobs in the communities. (Armando Fenequito)
