In a memorandum dated September 15, Duterte directed Liparanon to cease performing, exercising, or discharging his functions, duties and responsibilities as barangay captain.
The order cited the Ombudsman–Mindanao’s August 17, 2026 decision in Case No. OMB-M-A-JUL-25-0295, Antonio Avanzado Tinasas, et al. vs. Ricky Escudero Liparanon, which found Liparanon guilty of grave misconduct and serious dishonesty.
The Ombudsman imposed a penalty of one year’s suspension from office without pay.
The suspension was ordered to be implemented within 10 days from receipt of the Ombudsman decision. The mayor’s directive took effect immediately upon Liparanon’s receipt and will remain in force for one year.
Liparanon is the incumbent barangay captain of Baliok in Davao City’s 1st District. He also ran for city councilor in the district in the 2025 elections but was unsuccessful.
Based on a report received by NewsFort, Baliok’s first barangay kagawad, Antonio Avanzado Tinasas, has already assumed the post of barangay captain following the implementation of the suspension order against Liparanon.
