City Ordinance Number 049-25, Series of 2025, otherwise known as "An Ordinance Granting Annual Financial Assistance to All Qualified Persons with Disabilities in Davao City" was approved on November 25, 2025, granting an amount of One Thousand Five Hundred Pesos (Php 1,500.00) yearly to all qualified PWDs in the city.
Under the new IRR, qualified recipients must hold a valid PWD Identification Card issued by the Persons with Disability Affairs Office (PDAO) and are registered voters of Davao City. Exceptions are recognized for PWDs who are not registered voters but can present a barangay-issued certificate of residency for at least three years. City& Local Guides
For persons with intellectual, learning, or mental disabilities a bedridden individual who are not registered voters, their guardians must present certification from the City Social Welfare and Development Office (CSWDO) assigned in their barangay. Children with disabilities are also covered, provided that their parents or guardians present both a CSWDO certificate and a three-year residency certificate from their barangay.
Beneficiaries will be disqualified if they submit fraudulent documents, misrepresent their disability status, present expired PWD IDs, or if their disability has been medically cured. Those already availing of subsidies for senior citizens, solo parents, or other city programs will likewise be excluded.
The financial assistance shall be personally claimed by the qualified recipient upon presentation of the PWD ID duly issued by the PDAO Davao City. For bedridden PWDs, authorized representatives may claim on their behalf by presenting an authorization letter or notarized affidavit, the PWD’s ID, and their own government-issued ID. For PWDs with intellectual, learning, or mental disabilities, representatives may claim in order of priority: spouse, children, parents, grandparents, guardian, or any person authorized by the court.
For children with disabilities, it shall be claimed by parents, grandparents, guardians, or any person authorized by the court.
Meanwhile, any person who fraudulently avails of this privilege shall face fine of Php 2,000 for the first offense, Php 3,000 for the second offense, and Php 5,000 for the third offense. Relatives or individuals who falsify authorization letters to fraudulently obtain assistance will be subject to the same penalties.
Barangay officials who wrongfully issue residency certificates will be held administratively and criminally liable under existing laws, while any person who falsifies a PWD ID will be punished under the provisions of the Revised Penal Code.
