The Medalya ng Kasanayan was formally conferred to Station Commander Police Major Genesis Oriel and the men and women of PS3 during the Monday Flag Raising Ceremony on April 13, 2026, at the PRO 11 Parade Grounds, Camp Sgt. Quintin M. Merecido.
While recent national directives have mandated stricter local ordinance enforcement across the country, PS3-Talomo is not adjusting its deployment to meet new quotas—it is setting the national benchmark. The station has been conducting this exact standard of strict, uncompromising ordinance implementation since July 2024.
This deliberate, two-year strategy is not a coincidence; it is a calculated effort to eliminate street-level offenses before they escalate. By aggressively enforcing the curfew on minors, anti-smoking laws, the liquor ban, and traffic codes, PS3 successfully neutralized minor infractions, which directly resulted in a significant drop in Talomo's overall crime rate in 2025.
For the period of January 1 to December 31, 2025, PS3-Talomo recorded a total of 2,561 exact accomplishments in city ordinance violations, officially ranking Number 1 in the entire region. The station also demonstrated massive operational control over its roadways with 13,528 apprehensions for violations of Republic Act 4136 (Land Transportation and Traffic Code), Speed Limit, and other local traffic codes.
According to the PS 3 report, these milestones were achieved through the steadfast collaboration and support of the Davao City Local Government Unit (LGU), whose policies on public order serve as the foundation of these ground-level operations. Furthermore, under the strategic leadership of DCPO City Director, Colonel Peter Madria, PS3 is continually encouraged to uphold the highest standards of police service and strengthen community trust.
Oriel in a statement emphasized that this award belongs to the WCPD personnel, investigators, traffic enforcers, and patrolmen executing the mission on the streets.
“This recognition is not mine alone but a reflection of the hard work, discipline, and commitment of every PS3 personnel," Oriel said.
"Our enforcement of city ordinances and traffic laws is not intended to burden the community, but to guide everyone towards becoming more disciplined and responsible citizens—aligned with the vision of a ‘DCplinado’ Dabawenyo. We have been strictly implementing this since 2024, and the drop in our 2025 crime rate proves that this system works. With the continued support of the LGU and the community, we will remain steadfast in maintaining peace and order in our area of responsibility, “ he said.
