Guzman, in his first engagement with PRO 11 personnel through a “Talk to Men,” outlined his leadership priorities and called on police officers and personnel to remain united, disciplined and committed to their mandate of protecting the public and maintaining peace and order across the Davao Region.
Among his key priorities are crime prevention and crime solution, as he urged personnel to remain proactive in their respective areas of responsibility, strengthen police visibility and intelligence operations, and ensure that criminal cases are properly investigated and pursued.
Guzman also emphasized community engagement, saying effective policing requires the trust and cooperation of the public. He encouraged personnel to listen to community concerns, strengthen partnerships with stakeholders and maintain a responsive police presence.
The new acting regional director likewise underscored the need for continuous capability development, urging personnel to improve their skills, knowledge, discipline and professionalism to better respond to emerging threats and the evolving demands of police service.
On governance and coordination, Guzman called for stronger collaboration among PRO 11 units, local government units, national government agencies and other stakeholders. He also reminded personnel to uphold integrity, accountability and the proper use of government resources.
Guzman further urged the men and women of PRO 11 to work as one organization, emphasizing that effective leadership and policing are collective responsibilities.
He assured personnel of his commitment to listen to their concerns and provide support while expecting everyone to perform their duties with discipline, professionalism and accountability.
As he assumes the post, Guzman said PRO 11 personnel must remain focused on their sworn duty to protect lives, enforce the law, preserve peace and maintain the trust of the communities they serve.
